ON NOVEMBER1, Powell brought the people who would head the U.N. weapons inspections teams to see Bush and Cheney. Rice and Wolfowitz also attended. They were Hans Blix, a cheery, 74-year-old Swedish lawyer and diplomat who wore dark-rimmed glasses that dominated his large face, and Mohamed ElBaradei, 60, the Egyptian director of the Vienna-based International Atomic Energy Agency (IAEA), which verifies nuclear nonproliferation. The view among the hard-liners, including Wolfowitz, was that Blix was weak and would be pushed around by Saddam.

“You’ve got to understand, Mr. Blix,” Bush said, “you’ve got the force of the United States behind you. And I’m prepared to use it if need be to enforce this resolution.” The president added, “The decision to go to war will be my decision. Don’t ever feel like what you’re saying is making the decision.”

Blix, who had taken over the Iraq weapons inspection commission in 2000 and previously had headed the IAEA for 17 years, said he wanted tough inspections, knew the games Saddam played, and was determined this time to get to the bottom.

Bush seemed somewhat convinced, though Cheney was concerned that Blix, from traditionally pacifist Sweden, would not be tough enough.
